Introduction:
From the perspective of central planning, this project considers various factors, including the development of manufacturing industry, structure of enterprise clusters, changes in global economic environment, foreign investments, education, transportation and environmental production, science and technological progress, internet and digital infrastructure, and the modernization of agriculture and rural areas. We study the goal, direction, process, challenges, and results of interventions from the central government, and speculate the ideas, rules, and mechanisms. The analyses are conducted in stages with respect to major issues and directions, and reports are published regularly.

Introduction:
The main content of this project includes a study of the wine industry policy in the eastern foothills of the Helan Mountains in Ningxia and interviews with officials, scholars and entrepreneurs who have experienced the development process of this industry. Comparisons were made between Ningxia and other production areas to search for key factors that might influence the effects of industrial policies in the Ningxia production area. The research method of oral history was used to study the development of the enterprises and the journey of the entrepreneurs, with a view to recording, restoring, and excavating these micro business histories that form the basis of the grand narrative of industrial development.

In the global reindustrialization, Cyber-Physical Systems (CPS) becomes a key system to achieve manufacturing upgrading. This study based on the Service-Dominant (S-D) Logic builds a unified CPS framework from the aspects of technology, capability and application. This paper also analyzes Chinese, German and American related policies and reports to compare the similarities and differences of three countries. Our research finds the global manufacturing is becoming user-centered. In the construction of CPS capability system, China pays great attention to strengthen the industrial foundation, Germany emphasizes highly on manufacturing industry integration, and the United States attaches great importance to the social forces enabled manufacturing innovation.

Real estate financial innovation: REITs market construction and development

The launch of REITs in China, especially public REITs, has two important implications. First of all, REITs are an important grip for supply-side reform of financial services. The launch of REITs is an implementation of the policy "cutting overcapacity, de-stocking, de-leveraging, reducing costs and improving weak links". REITs will revitalize various types of operating real estate, reduce the financial leverage of the government and enterprises, and resolve the maturity mismatch and high leverage risks in the credit market. Through literature dredging, empirical evidence, expert interviews, this project sorts out the current development status and main problems of investment advisory and investor education related services and programs to think about and solve the fundamental issues such as the importance of investor education arguments. At the same time, the behavioral bias of investors in China and the impact of each type for bias on investor performance and social welfare are evaluated. As a result, the basic guidelines and implementation framework of investment advisory and investor education from the perspective of behavioral finance and the framework of financial product design based on investor behavioral biases are proposed.

The results of the studies will help organizations to design their rituals and, more broadly, their culture in order to change and nudge their members’ attitude and behavior effectively. To what extent can AI assistance improve human decision comparing to human or AI alone? It is a crucial question that has profound policy implications. We experimentally study this issue in a setting of loan approval decision based on historical cash loan data. We find that human decision with AI assistance improves upon human decision alone, but still cannot beat AI alone. However, subjects demonstrate algorithm aversion in the form of AI information underweighting, which is significantly related to overconfidence. AI assistance narrows the performance gap among subjects; surprisingly, due to the underweighting bias some originally good-performers suffer from it.
